Seattle cannabis license rules and Washington state renewals
License compliance for Seattle cannabis retailers means LCB tiers, city zoning overlays, and renewal deadlines that rarely line up on one calendar.
What to take away
- Washington allots retail cannabis licenses by county, not by city. King County draws a top tier share under RCW 69.50.345.
- Seattle's Land Use Code, Title 23, its overlay districts, and the 1,000 foot state buffers can rule out an address that already holds a valid LCB license.
- LCB retail licenses run on an annual term. The retail fee is commonly cited near $1,381 a year, plus a $250 application fee.
- Seattle also requires a business license tax certificate and city B&O returns, on a calendar unrelated to the state renewal date.
- Where the two layers disagree on a site or an operating condition, the stricter rule usually controls.
Washington allots retail licenses by county tier
The Liquor and Cannabis Board allots retail licenses to counties, not cities. The formula sits in RCW 69.50.345 and turns on county population. King County sits in a top tier, so it holds more retail licenses than any rural county.
The allotment moves. LCB publishes a current county list, and that list is the only number worth acting on. Check it before you pay a deposit on a storefront.
As a shape, a county under 100,000 people may hold a handful of licenses. King County's share runs into the dozens. Treat both as typical ranges, not quotes.
When the county sits at its allotment, a new applicant waits for a licensee to surrender or looks elsewhere. A Seattle address adds no allocation. For how other states publish these counts, see State licensing portals.
Seattle zoning, overlays and land use review
Seattle's Land Use Code is Title 23 of the Municipal Code. Cannabis retail is allowed in most commercial zones, covered by SMC 23.47A, and barred in residential zones such as SMC 23.45.
Overlays sit on top. A pedestrian designation adds frontage and entry conditions. A special review district, such as Pike Place Market or the International District, can block cannabis retail on a parcel the base zone allows.
State buffers stack on top of zoning too. RCW 69.50.331 requires 1,000 feet between a retail store and a school, playground, child care center, park, library or transit center. Two buffers can apply to one parcel if a school and a park both sit nearby. The buffer runs door to property line.
A parcel can pass zoning and fail that buffer. Seattle's Department of Construction and Inspections runs land use review before the city treats a site as legal. The city's permit starting point is Licenses and permits. Local sign-off sits ahead of state sign-off in other cities, as city and county licenses sets out.
LCB renewal term, fee and filing window
LCB issues retail licenses on an annual term. The board mails a reminder, but the expiry date on the license is what binds. Late filing can bring penalties or cancellation.
- Set a calendar entry 60 to 90 days before the expiry date on the license.
- Clear open enforcement matters, unpaid fees and pending ownership changes first.
- File the renewal and the annual fee, commonly about $1,381 a year for retail, with a $250 application fee. Confirm current amounts with LCB.
- Post the new certificate and give the city the current license number.
A cancelled license stops retail sales that day. There is no grace period for the store.
Run this check before filing:
- Ownership and financial interest disclosures match LCB records.
- No unresolved violations from the license term.
- The site still clears overlays and buffers.
- City business license and B&O filings are current.
Pre-Renewal Compliance Checklist
- Confirm state expiration and file early
- Verify current zoning overlay compliance
- Confirm city business license is active
- File all city business tax returns
- Resolve open state violations
- Update ownership records if changed
- Keep copies of all filings
Seattle business license tax certificate and return dates
Seattle requires a business license tax certificate for anyone doing business in the city, cannabis retail included. The certificate covers the entity, not the cannabis activity. Apply through Business Licenses.

City B&O returns are usually filed quarterly, due the last day of the month after each quarter closes: April 30, July 31, October 31 and January 31. Confirm your assigned cycle on the business taxes page.

When Seattle rules and state cannabis law collide
State law sets a floor for cannabis regulation. Seattle can add conditions on top, and when the two layers disagree, the stricter rule usually controls.
The usual collision is location. LCB issues a retail license for an address, and that parcel then fails an overlay or a buffer at land use review. The state license stays valid, and the address stays unusable.
The second collision is operating conditions. A land use permit can add hours, signage, security and ventilation terms that state rules never mention.
Document what you asked, who answered and when. For the state side of the file, State licenses from start to finish walks the sequence in order.
